Message-Scroller (WIP)

message-scroller functional composition and current verification limits.

Message Scroller composes the existing Scroll Surface end-follow policy. Appends follow only while the reader is at the end; a reader who leaves the end can explicitly resume with Jump to latest. newContentCount is supplied by the application, never inferred as unread truth. Jumping does not request focus.

This is a WIP source checkpoint. Full Adapter/Compiler, native GPUI, package consumer, accessibility and commit-bound visual acceptance remain pending.

Set a11yLabel on Root to name the scrollable region; the default is Messages.
