How to read the build-facing chapter of Proto UI

This chapter is for contributors, maintainers, and library authors who need to understand how Proto UI is carried by code, runtime, adapters, and host boundaries.

It is not the place for onboarding, whitepaper-style argument, or raw internal incident logs.

For now, factual internal records are kept in internal/records/ inside the repository, and may later be promoted into engineering docs, specs, or contracts once the decisions stabilize.
